What HPD registration is
HPD requires owners of most residential buildings to register annually and keep the registration current. The record ties a building (by address and BBL) to its owner and managing agent, and to a registration status. Lapsed or newly changed registrations are meaningful buying signals, a building between managers, or one that just changed hands.
What BBL means
BBL is the Borough-Block-Lot number, New York's unique identifier for a tax lot. It's the most reliable way to pin a building, because addresses can be ambiguous and buildings can span lots.
Limits of the public record
